That being said you can choose weather you want a19 inch tube sock or a 23 inch tube based on how big your feet are and how high up your legs you want your socks to come.
For example: If you wear a size 14 shoe that would be a 19 inch would come up 5 inch from your heal because you will use the first 14 inch for your big feet. If you want your socks higher we would recomment getting teh 23 inch
